  If you tell us your needs and the idea for the website what is it gonna be about,
  we can provide further help and recommendation.

  If you are starting a personal blog without the need for any advanced customization or any payments run through the website, Personal plan.

  On the other hand, if you will have more images, videos and other content stored on your site, run the ads to monetize the site your ideal plan would be Premium.

  But if you want to install plugins, upload external themes that are outside of WordPress.com pool, remove WordPress.com branding (Blog at WordPress.com text in the footer), get free Google Analytics, SEO tolls, I suggest that you go with the business plan.

  Just adding to what @laptoptagin and @skipiczeljko have already mentioned here, that although Simple Payments https://en.support.wordpress.com/simple-payments/ makes it easier to receive payments on Premium and Business plan sites, any WordPressdotcom site, including free sites, can accept payments through Paypal following this guide: https://en.support.wordpress.com/paypal/
