I want to make a request to set a site to private

The owner of this site has left our institution. The e-mail address no longer exists. I received a request from a former employee to remove his data based on art. 17 GDPR, right to erasure (‘right to be forgotten’).
At his moment we aren’t able to honour his request because we do not have access to the site and do not have any proof of ownership.
At wordpress.com I found an article about account recovery.
If Ownership Cannot be Established
