  Hi I want to register a domain name, I read this
  http://en.support.wordpress.com/add-a-domain/
  But I wanted to know if I can place ads and affiliate links by paying $17 per year??

  If you require advertising, you might be interested in a self-hosted (WordPress.org) installation. There are no restrictions on advertising if you setup a self-hosted WordPress.org blog instead of a WordPress.com blog, but there are some added responsibilities.
