For my new blog, I want to use https://handselpress.org.uk which already uses wordpress, but the wordpress website wants me to start a new blog with wordpress. I am confused. What should I do, please? And how does it work?

It looks like https://handselpress.co.uk/ is using the open-source WordPress software (from WordPress.org) but is hosted with another webhost.
You wouldn’t log into WordPress.com to use your site, you’d want to log in here:
https://handselpress.co.uk/wp-login.php

Thank you; I know how to log in at https://handselpress.co.uk/wp-login.php but how do I (a) put my blog onto the site (b) arrange for people to be reminded of it each week? (There are no ‘blog options’ on the site anywhere.)

Blogging is a built-in feature of the WordPress software you’re using. Once you’re logged in, click on Posts to create a new post. Those will then appear on your posts page.
By default the posts page is the front page of the site, but if you’ve set a static page as front page, you need to designate another site on the page as the posts page. You can find the documentation for your version of WordPress in this regard here:

There are no subscription options built into the WordPress software. For that you need to use a subscriptions plugin. For example, to use our email notification system we offer for blocks hosted on WordPress.com, you can use the Jetpack plugin to connect your site to your account with us, and activate email subscriptions.
