Unfortunately, for the time being, it appears that e-commerce options on WordPress.com are not available; while users had the option in the past, there were some issues with some of the plug-ins, and WordPress took them down as to continue working on them so that they will be up to their impeccable standards. =)
Per a WordPress.com staff member at this thread, this will likely not be a permanent issue, but there is no current time-table for when online selling options will become available.
If you have a PayPal account, you might be able to use WordPress.com as a springboard to PayPal e-commerce options (click here for a link to a help document that explains how to do this), but otherwise, selling things through WordPress.com’s software is currently not an option. You’d have to self-host a website on a host other than WordPress.com to utilize e-commerce plug-ins.

I do have a Paypal/affiliates programs to start selling products right away. I want to know do I need to be a premier customer to make this happen, or the possibility to add the plug ins & banners to word press now and upgrade at a later time will be another option for me. Are there any other stipulations that I should be aware of?

I don’t believe that you will need to upgrade to a premium customer in order to use PayPal; you’ll have to get the button code from PayPal itself (click here for a link to instructions) and post it in a blog, on a page, or perhaps in a widget. All you have to do is get the code from the link above, then follow the instructions here (starting from step two) to figure out how you want to use them.
