I want to start over with my blog. how do i do so?

You could delete your blog and then create a new one? (Dashboard – Tools – Delete blog). Or you could just delete all your posts so far? (Dashboard – Posts – check the posts you want to delete and then select ‘delete’ from the drop down menu).

There is no recycling of any blog URLs here at WordPress.com. http://en.support.wordpress.com/recycling-blog-names/
You can delete the contents and keep the URL and start over.
If you do not have a lot of content you can easily delete all blog content by yourself rather than waiting for Staff to do it for you.
