I want to transfer a website I made on account A and to account B so I can have it go live.

I have two accounts somehow. Account A is the free version of WordPress and the account that has my finished website. Account B is linked to my cPanel account and acts a lot different than account A. I was planning on going through the long process of copy pasting everything, but the account A and B look a lot different. On account B I can’t edit backgrounds from the admin area. The theme dyad 2 has way less features on account B than on account A. I am really confused and frustrated. Help would be really appreciated right now.

Seems like you are using WordPress.ORG for account B.So please follow this official support guide to move your site from WordPress.COM(Account A) to self hosted WordPress.ORG(Account B):
