  To upload a custom theme on WordPress.com requires upgrading to the business plan: https://en.support.wordpress.com/themes/adding-new-themes/

  The other option involves moving away from WordPress.com to a self-hosted setup. For that you would register a domain, buy hosting, and set up a site using the free software from WordPress.org: https://wordpress.org/
