  To be able to upload a Custom Theme you have be subscribed as a Business Plans User.

  Hello there.

  From what I can see, Sydney is a WordPress.org theme https://wordpress.org/themes/sydney/ not a WordPress.com theme

  Adding as @amandasjackson its a custom theme, you can use WordPress.com Business theme or also you Self Hosted WordPress software,to know the difference between

  WordPress Com vs WordPress ORG
