I notice that you currently have a WordPress.com Business plan added to your cart. However, if you only desire to have the free WordPress.com site, all you need to do is remove the upgrade from your cart.

To open your cart, simply click the cart button located in the upper right corner of your page. Once the cart is open, you will find the WordPress.com Business plan listed. To remove it from your cart, click the option that says “Remove from cart.”

You are still trying to add a plugin to a free site. You cannot do that. A Business plan would be required for extra plugins, even if the plugin itself is free.
Note that WordPress.com sites already have good SEO anyway.

As mentioned, SEO on WordPress.com is great out of the box, and does not require a plugin. As long as you are using best practices in publishing content even your free site will rank well. A plugin like that is not a substitute of taking care of the fundamentals.
