Hi there. A blog is a website. What I think you’re looking for is a traditional static website, rather than a dynamic blog website.
You can create a static website in WordPress.com, but be aware that search engines give preference to dynamic content like blog posts over static content like traditional pages. This is true whether you build your site with a blogging platform like WordPress.com or whether you build a traditional website from scratch, so don’t write off the value of blog posts right off the bat. Consider, for example, having a Latest News section on your site which you update maybe once a fortnight. Tthat will bring you more traffic than if you simply create a normal static site.
