Which upgrade did you purchase that you were billed twice for? Go to > Dashboard > Billing History please. Have you not requested the refund from your dashboard as yet?
Provided you are logged in under the same username account that purchased the upgrades, you ought to be able to request a refund from your dashboard > Store > My Upgrades
WordPress.com provides a 30-day refund on all upgrades except Domain Registrations, Domain Renewals, and Guided Transfers.

I see no transactions for the user naturalabortionlaws or for the blog naturalabortionlaws.wordpress.com.
Is it possible you have a different WordPress.com account under which you purchased the upgrades?
