The charge you mentioned is for another WordPress.com account but it seems to have been refunded already so I guess you managed to access the correct account.
If you still need help accessing that account, you’ll want to send the transaction ID (https://wordpress.com/support/billing-history/#retrieving-a-transaction-id) to
passwordhelp@wordpress.com. Our Account Recovery team will get back to you from there.
