I would like a contact form/signupform on my wp.com site

I really need a sign up form! I was just now going to dump my wp.com site, but then OHJOY I thought I discovered that I could have one on my existing site:

But alas, the directions say to select the icon that is a plus sign in a circle. I don’t have that. Yes, I am in visual editor, on a post. I check on pages too.
It is just not there. And it seems like these are instructions for wp.com, not .org.
So what gives? Is there a way to ???? update???? work around????
Actually, I would like to put that sign up form in the right column widget. If that can be done, let me know.The blog I need help with is: (visible only to logged in users)

I don’t know where you read that. The Contact Form support page says:
To add a contact form, go to My Sites and click on Pages → Add. You can also add a Contact Form to existing Posts or Pages by editing them in the Visual Editor. In the toolbar, click the “⊕” symbol, and then the option to add a contact form will appear, like in the example below
I believe these instructions need to be updated, because
a. I don’t find any “⊕” symbol in the toolbar, and
b. The “Add Contact Form” icon appears by default, with no prompting required in order to display it. The icon looks like a large “@” symbol.Actually, I would like to put that sign up form in the right column widget. If that can be done, let me know.
You can insert contact form shortcodes in a text widget. See the How to Add a Contact Form with Shortcodes section of the Contact Form support page. There is also a Contact Info Widget available.
