  It seems that i’m paying more for you guys to host the account and I cant even use plugins. If I use my godaddy account it will be $20 cheaper and I can use Plugins. Not sure Why you guys arent offering them.

  The blog I need help with is: (visible only to logged in users)

  WordPressdotcom has a lot of plugin functionality built into the platform. Users adding plugins isn’t allowed because we are on a type of shared environment. https://en.support.wordpress.com/ftp-access/#uploading-plugins

  Concerning the refund, if you are logged in with the username account that purchased an upgrade, you can initiate the refund process yourself. Here’s how: https://en.support.wordpress.com/refunds/

  Plugins they are only applicable to self-hosted blogs and web sites using the WordPress.org software. Plugins are not permitted here at WordPress.com for security reasons.
