I cannot seem to find where I can contact someone for a refund for my site redirect. I decided I would no longer need it so if anyone could help me out, that would be great.

Neither of those sites are site hosted here by wordpress.COM, they were not purchased through wordpress.COM, our support docs at http://en.support.wordpress.COM do not apply to them, and we do not provide support for them here at WordPress.COM. You are posting to the wrong support forum for help with that site. You need to contact the relevant web hosts for the sites.
WordPress.COM and WordPress.ORG are completely separate and have different username accounts, logins, features, run different versions of some themes with the same names, and have separate support documentation and separate support forums. If you don’t have a username account at WordPress.ORG account, then click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, https://wordpress.org/support/register.php so you can post to the support forums there.

You refer to a site redirect purchase but as a Volunteer I cannot see any evidence of such a purchase; only Staff have backend access.
If you do have evidence of that purchase at > Dashboard > Store > Billing History in your wordpress.COM hosted site then provide the relevant URLs please and type modlook into the sidebar tags on this thread for Staff help.
