I would like people to be able to read my blog in other languages

  It would be quite useful to people who have readers around the world if they could read the blogs in different languages. I found a plugin online but I am unsure how to install it. Please let me know.

  Unfortunately, we do not support multilingual blogs.

  I do have a workaround for you via Google Translate. You cannot use the JavaScript embed directly from Google, but some WordPress.com users have found a way:

  Also, we don’t allow plugins on WordPress.com for security reasons. Plugins are a feature only available for self-hosted blogs provided through WordPress.org.
