  I would like plugins to be available on the free plan.

  This isn’t possible due to security reasons. If you want to use plugins on the wordpress.com platform, you must upgrade to the Business Plan. An alternative is to use the open source wordpress.org.

  We allow third-party plugins on WordPress.com with the Business plan. Can you tell us which plugin you wanted to use?

  We have tons of features built into WordPress.com sites (that you’d need a plugin for on a regular WordPress.org site) so chances are what you need is already built-in and doesn’t need a plugin. We have a list of built-in features here, but if you tell us what feature you’re looking for or which plugin you wanted to use, we can advise accordingly.
