i would like to change my hosting,

  I have a domain registered which is http://www.sweat-shed.com, my name is matthew leigh, I would like to change my hosting, the person doing this for me has informed me that it is all set up from his end and that it is displaying a message informing him that it is locked and won’t transfer to his hosting. Would you please inform me of the process I need to follow to enable this transfer.
