The colon will be lost from the URL as that punctuation cannot appear in URLs. You can create sub-categories under States. You can create a hierarchical Categories structure that’s at least 4 levels deep.

Let me see if I’m understanding you right. I should create a category for each state and the users can go into the category and put the name of the person they want to find or search it?

Will the user be able to do that, or will they have to give me the information and I create it.

Let’s be clear about this please. A blog is not a public noticeboard, a forum or a wiki. Visitors cannot do anything at all on the blog except comment. At this point only those you as the owner and Admin of the blog can create categories. You do have the ability to choose to invite others to become blog contributors and assign user roles to them.
