icons and theme thumbnails missing dashboard

    I installed a few WordPress sites already including my own.
    Now I did a fresh install of WordPress 4.0 for a friend on the same hosting company as my own WordPress site.

    But at my friends page, I don’t see any icon on the left side menu and I don’t have thumbnail previews of the themes and I don’t have the option to look for new or search for themes in the admin dashboard..

    This is a clean fresh install and haven’t changed or added anything yet.
    Did upload all contents in default modus and in binary modus. Did install in another database etc..
    Even installed English version instead of Dutch version, not a solution.
    Don’t have any clue anymore what to look for now.

    Did the same install as always and never had this problem.

    PS: I tried to do this with IE8, IE9, IE10, IE11 and Google Chrome browser.
    All the same issue
