I'd really like particular blog URL , please.

There is a blog url which is allegedly in use, however the user hasn’t ever posted anything, and hasn’t logged in for 5 years. The domain is beetles.wordpress.com Is there any way I can claim it instead? It would mean a lot to me. They haven’t responded to my questions, and clearly have no intention of doing anything with it, whereas I really want it for a blog about Wittgenstein.

There is no expiration date on blogs unused or otherwise. In the case that there is no contact information Staff will not breach the privacy policy and provide you with an email address.
if you are not successful, you can register another blog with a similar name. http://en.support.wordpress.com/register-a-blog/
Or you can register a domain via a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
