id tag in CSS (changing parameters) for page jumps

I have created some anchors (known in WP as id jumps) and would like to be able to set the padding or margin so that when the page jumps to these areas it will show the blue h5 area identifying the section.

The widget with the links is on the top right of page.
Each of the h5 headers have anchors.
The blog I need help with is: (visible only to logged in users)

Then problem had nothing to do with css. It was the wordpress bar (header) hiding part of the page. Once I logged out, everything appeared the way it should. LOL.
