Identifying a thumbs up or down

  Can blog owners see who has given a thumbs up or down to comments?

  I don’t use ratings and don’t find an answer in the support documentation at this link http://en.support.wordpress.com/ratings/ I’ll tag this thread for a response from Staff but I do expect the answer will be “no”.

  No, the ratings information is entirely anonymous.

  You could use Likes to see who likes a post, but there isn’t really a thumbs-down equivalent in the Likes system. The Like button is controlled via Settings -> Sharing in your blog’s Dashboard.
