IE 8 not showing footer links (but only on home page)

Alright here goes. I’m not great with coding and all that jazz and have a site a friend helped to make. But 3 links that must show at the bottom of the page, regarding Terms of Use and Privacy Policy, aren’t visible in IE 8 and probably other older versions. Safari, chrome, and other browsers it works fine. It only doesn’t show on the home page, though. The other pages of the site it’s there. So, I don’t know what to do? Is it a problem with coding? If so, how to fix?
