I want to buy a .com domain, but I read the rules for Adsense, and I am a bit confused about what WordPress excludes of the Adsense program.
I want to use Adsense, and I would like to see my answer clarified.

The blog I need help with is: (visible only to logged in users)

Advertisements from third-party ad networks like Google AdSense, OpenX, Lijit, BuySellAds, and Vibrant Media are not allowed on WordPress.com. If you’d like to run these types of ads on your blog, you may wish to try a self-hosted WordPress installation.

    Monetize Your Site

No upgrade on WordPressdotcom will give you the ability to run Adsense on your WordPressdotcom site.

Thanks or the answer! I appreciate the quickness and accuracy of the information.

I have another question, which is, what are the downsides of WordAds?
What are its differences against Adsense?

To make any meaningful money with WordAds (or AdSense) you need to have an established site with moderate to high traffic (from the right countries). If you read the contents of the link @justjennifer provided you’ll see that you can upgrade to WordPress.com Premium and get access to WordAds immediately but the cost of the plan would exceed any income from ads for a new site for a long while.
