I’m planning on buying the “goodz magazine” premium theme. If I buy this theme, will I be able to make CSS edits or do I have to pay another $99 to upgrade to premium?

Custom CSS is only included in the Premium plan, not in any premium theme purchase. So even if you buy a premium theme, you won’t be able to edit its CSS.
If you willing to shell $59 for Goodz theme, by paying additional $140, you can get unlimited premium themes and other awesome upgrades as part of WordPress.com Business. Check it out here: https://store.wordpress.com/plans/business/
Note that premium theme purchase if for life whereas Business upgrade has to to be renewed annually.

“…is for life” of the site on WordPress.com, although some premium themes by Automattic can be transferred to a self-hosted site as part of a Guided Transfer upgrade should you wish to later move your site to a standalone install of the WordPress software on 3rd party hosting.
https://en.support.wordpress.com/premium-themes/If you wish to engage in e-commerce on your WordPressdotcom website, you will need to have the Business bundle which will allow you to directly connect to one of WordPressdotcom e-commerce partners. There may be additional fees charged by those partners.
