So I messed up on my site badly, and I want to delete it permanently. Can I reuse my site domain?

No! Once deleted you’ll never be able to reuse it again. Form what you till, I would avice to completely empty your site and start from scratch, https://wordpress.com/support/empty-site/

Note that if we empty the site it will remove all posts, pages, comments and media files, and the process is irreversible – there will be no way to later restore the content should you change your mind.

Yes I did. So that staartmees told me that I can’t delete my site and reuse my URL, unless I empty my site. The site I want you to empty is Big Builds Inc. For MINECRAFT. (My Site Link) I did make this site, but it was my friend who wanted me to make it.

Emptying your site and deleting it are two different, unrelated things. You mentioned you wanted to start over and thought of deleting the site. @staartmees advised against that because if you close your site permanently, it will be gone forever and you will not be able to re-use the address bigbuildsmcinc.wordpress.com in the future.
As an alternative, we can empty your site from all content so that you can start over by adding it. This will not change your site’s settings or change your theme though. If you want to do that, you’ll need to change it manually.
So, do you still want me to empty your site bigbuildsmcinc.wordpress.com from all the content (posts, pages, media files, comments, etc.)?
