  it says that i won’t be able to. what about someone else (such as my other user name)?

  Once a blog is deleted that address / URL is gone forever from everyone including you. WordPress.COM does not recycle blog names.

  Auxclass correctly said “gone forever from everyone including you”, so repeating your question is pointless. If you don’t believe us, check the official Support doc (which you could have done before posting):
  http://en.support.wordpress.com/delete-site/

  If you delete a site you will not be able to get it back and no one else will be able to use that site address.
