If I have a paid wordpress.com account, can I run ads on my site?

Hi, I currently self-host my blog, but I’m thinking of moving to wordpress.com hosting. If I do this, can I run ads on my site? (I’d choose the Business package.) Also, are there any limits as to which plugins I can use?

The short answer is no.
No user-generated advertising (unless it is for something that you produce or create yourself), regardless if free or upgraded site. If you have a custom domain, you can request to join the WordPressdotcom revenue sharing ad program WordAds. More on that here: https://en.support.wordpress.com/advertising/
