If I pay for Hostinger, do I get WordPress for free?

    If I pay for a plan on Hostinger, do I then have to purchase a subscription on WordPress to use wordpress’ website builder? Or does Hostinger come with WordPress?

    Hostinger has its own wordpress hosting. That hosting comes with the open source wordpress.org which has nothing to do with the wordpress.com platform. So you don’t need a wordpress.paid plan.
