If I purchase a theme off-site, does it work the same?

I have been considering purchasing pre-designed themes off-site in order to have a little more flexibility in design of my site. First, I don’t know if I can still do the work on WordPress.com if I go this route. Are they still built so I can just fill in the blanks, or do I need to still read CSS in order to make these work? Second, would I need to download and install from WordPress.org to install a purchased theme?
The blog I need help with is: (visible only to logged in users)

WordPress.com blogs only allow in-house themes.
Which means the theme would not work even with a CSS upgrade here.
You would have to self host the blog to use the custom theme.

There is no FTP access to wordpress.com blogs and they have no individual plugins. Consequently, you cannot upload a theme template into a wordpress.com blog. The only themes we can use are found here > Appearance > Themes. Provided we have CSS editing experience as there is no Staff support for learning CSS editing, we can purchase a CSS upgrade and modify a stylesheet for our blog. However, we cannot edit the underlying php and html found in the templates that we share on this multi-user blogging platform.

http://en.support.wordpress.com/custom-css/Another thing that’s important to know is that the themes we have at wordpress.COM is that they were originally coded and designed to run on free standing wordpress.ORG software installs. They have all been “adapted” to run on this multiuser blogging platform. Therefore your idea of editing the stylesheet to use on an adapted theme here and later use it on a wordpress.ORG blog is not possible.
