If I purchase the custom colors and such for the twenty fourteen theme, can I import the whole site to bluehost once I’m done building it?

It’s free theme that’s available in a version adapted to run on WordPress.ORG software. I don’t recommend “building”anything here because WordPress.COM is a turnkey operation. We have no FTP access and wee cannot
create child themes,
create our own themes,
edit templates,
create own own layouts,
or use stylesheets from other themes.
http://en.support.wordpress.com/ftp-access/WordPress.com and WordPress.org are completely separate and different http://support.wordpress.com/com-vs-org/
If you don’t have a username account at WordPress.ORG click http://wordpress.org/support/ and register one on the top right hand corner of the page that opens, so you can post to the support forums there and receive advice from WordPress.ORG bloggers.

In short: don’t buy anything. Once you’re set up at bluehost do a search for the theme you want, and just install it for free.
