If you’re planning on doing that, you need the Custom Domain Mapping Upgrade so that you can get Whatever.com and then port it anywhere. You can’t really port Whatever.Wordpress.com URLs in the same way.
When you export from here, you export the files and the content ie the blog posts, titles and categories/tags, but not the comments.

No, comments aren’t exported because it’s up to the commenters to decide where their comments go.

Blogger/Blogspot allows you to do adcents (intentionally misspelled since if you make $100 per year you are doing better than most). In fact Blogspot seriously encourages you to do ads. They pay you a cent or two per click and keep 50 cents to a dollar for each click.

If you self-host a site on a third-party hosting service such as dreamhost, bluehost, etc., then you can pretty much do as you wish (within the web host’s terms of service of course).
In fact, you can even set things up and not put any content on the site at all, just ads. Wall to wall ads. Everywhere. Page after page. Post after post. Widget after widget.
And for all your effort and all your ads, don’t expect it to even pay your costs of self-hosting. The vast majority of bloggers do not make enough off advertising to pay their hosting costs.
