If I switch to a dot org blog, can I then block proxy IP address access?

It’s gone on too long — for over a year. There are vile harassers who continue submitting comments to my blog through proxy IP addresses. I refer to them as cyber-extortionists because their harassment is based on their desire to dictate what I write about, or to have me delete my blog, on the threat of defaming me. They have sent comments to other bloggers in effort to do just that.
Last year, at least 20 website hosting companies cooperated in contacting their clients and having them block the URL of my blog from being accessed by their proxy IP addresses. There appears to be a knew generation of hosting companies now, such as GoDaddy, who don’t understand the proxy IP address sites that they host.
In the last 2 weeks, at least one harasser submits the same comment numerous times until they find a proxy IP address that has not been blacklisted so the comment is sent for moderation.
While reading some articles regarding wordpress.org, there was one that gave instructions on how to block proxy IP addresses from accessing a word press blog. I’m not a “webmaster” and the thought of having to enter code and such on the server side intimidates me, but if this resolves the problem, I’m willing to pay for the service.
Hence, if I switch to a wordpress.org blog, can I successfully block proxy IP addresses from accessing the blog and if so, are there people to help with setting up the blog and providing technical assistance? Next question, what is the approximate cost?

raincoaster, I’m reading comments on other forums that refer to .htaccess for blocking access by IP address and other instructions refer to the Cpanel and using headers. It’s been a long time since I web mastered, but remember that there was a way of blocking access to a website by entering IP addresses to be denied. Back then, the hosting company helped me so maybe I should contact them again or just hire an IT professional.

Well, you can block an IP address IF YOU KNOW IN ADVANCE WHAT IT IS. You can do that here. The reason you are unsuccessful at blocking these guys is that they use different IP addresses. Unless you are psychic, or use an illegal keylogger or leak, you will be unable to find out which IP addresses they are going to use next.

Most of the web hosting companies have already blocked access. I don’t mind having to consistently input the IP addresses as long as it accomplishes the purpose.

Okay then, advice for that would be found on the WordPress.org support forums or elsewhere on the web.

Note that if you just want to keep them from commenting, you can do that here with the black box for comments, as you are already doing. If you want to prevent them from seeing your site entirely, it’s doubtful you will succeed but you can try. You would need to move off Wp.com for that.
