  If I upgrade can I use third party themes or tools (wp weaver)?

  I am trying to set up a nice site, and looking at various free themes. If I upgrade, do I have the ability to pull-in outside themes from third party sites? Also, does that give me the ability to use tools such as WP Weaver?
