If I upgrade storage & it's not enough, can I upgrade further paying difference?

My apologies if that sounded confusing, had to cram it into a character limit. Let me explain.
Over the summer I’m planning to host a screenshot / text LP of a video game on my WordPress.com blog, and that’ll require a fair bit of storage space for all the screencaps and gifs (all 480p, widescreen, gifs at 20fps) that entails.
I’m just after collecting all the screencaps and gifs for the first update, and it comes to a whopping 1.25GB, all but 134MB of that being gifs. On a free WordPress, I only get 3GB storage space.
I can’t really tell if I’ll be making due with gifs less as time goes on, perhaps they won’t be necessary, but in either case, I’m planning to upgrade my storage.
The problem is, since it’s pay yearly, suppose I pay €16 for a year of 10GB storage, and a couple months from now, find it’s not enough, and upgrade to the 25GB package for €40, and again, and move up to the 50GB for €75.
Would I have to pay the full price at each increment, costing me a total of €131, or at each step, would I just pay the difference so, at most, going to 50GB I would still only pay €75 and have that for the year?
Furthermore, can I embed images hosted on my wordpress media storage on other sites, or does what gets put on wordpress stay on wordpress?

First of all, if you purchase storage with us and then decide you need additional storage, please contact us and we can work together to find the best solution for your needs (and by the most economical means).
I’m not sure I understand the second question. WordPress.com is not intended as storage for images or other media that is hotlinked elsewhere. If you are looking for image storage, you should consider something like Flickr or other services that are designed for that purpose. You can, however, link to images hosted elsewhere on a WordPress.com site, though you would probably find it faster to host the images here if you’re using them on a site hosted here.
