If somebody else changes their blog address, can I use their old one?
-
Or are they the only ones who can use the old address again in the future?
-
No. There is no recycling of blog name at WordPress.com period. Once a blog URL (address) is deleted that URL cannot be reused by the person who deleted it or anyone else.
http://en.support.wordpress.com/recycling-blog-names/ -
If a blog/URL is deleted by the original owner, that URL is gone forever. No one can reuse it.

If the owner is just not using it, you can try to leave a comment on the site to see if they are willing to transfer it over to you, but tell them NOT to delete it. If they do then no one will be able to use it.

Yeah, I didn’t say delete. I said change. Like this:
http://en.support.wordpress.com/changing-blog-address/
Would I be able to take the old address after they’ve changed it? What would be the process for transferring?
-
I guess it says “transfer blog” right there… could they change the address and then transfer the old one over, so they keep their old content?
-
Would the owner of the other blog have to leave that last box in the “change blog address” process unchecked and then transfer the old name to me? Or would checking that box free up the address for anybody else to use?
-
There is no “free up” option. What you can do is contact the blogger and ask them to transfer the blog over to you by making you the blog administrator, then ceasing their own admin status.
-
But I don’t want the blog. I just want the name. If they leave that box unchecked, that means they can use the name again. So would they just create a new blog using the old name and then transfer that new blog to me? I don’t want any of their content, just the old name.
-
The owner has the option when they change blog names to either keep the old one or delete it. If they keep it, you have to contact them to see if they will transfer it to you. If they delete it, same thing, it is then gone forever. See #6 on the support document you referenced. Also see the following.

What if its a blog that they haven’t touched since 2007 and only have 3 entries. They’re clearly gone and never going to touch it. Does that mean we’re out of luck in that case? Or can WordPress Support release it like they do with Twitter?
-
The answer is still “no”. If you cannot contact get the blogger in question and have them transfer the blog to you – it’s game over. WordPress.com Staff will not release their personal information to you. If you are solution orientated then Purchase a domain and domain mapping http://en.support.wordpress.com/domain-mapping/ That’s your ONLY choice.

(1) There is no recycling of blog name at WordPress.com period.
http://en.support.wordpress.com/recycling-blog-names/(2) Once a blog URL (address) is deleted that URL cannot be reused by the person who deleted it or anyone else.
http://en.support.wordpress.com/delete-site/(3) There is no requirement that anyone who registers a blog must actually use it and WordPress.com does not snatch back unused blogs, nor do they give out personal contact information. If there is contact information provided on the blog & the owner agrees to give you their blog, there is a process you can use to transfer the blog between username accounts.
http://en.support.wordpress.com/moving-a-blog/#transferring-your-blog-to-another-user-or-account(4) If you cannot contact the owner of an unused blog, and you are focused on finding a solution there is one available. Purchase a domain name and domain mapping and renew it annually because when you do then it not matter what the root blog sub-domain URL here at WordPress.com is.
