For the last three weeks I have had great difficulty accessing the stats page, especially the stats by country for the last seven days, the last thirty days, the quarter and for all time.

I apologize for the wait time on your request in the Support forum.
We’ve been making some changes to our Dashboards on WordPress.com, including the statistics views, that you can read about here:
The country view summaries you mention are still available by going to the old version. Start by going to your dashboard stats here:
https://wordpress.com/stats/theolsenroad.wordpress.com
Click on the option that says “You can also visit the old Stats page.” (Looks like this.)
Then scroll down to Views by Country and click on Summaries (Looks like this.)

Hi Alex,
Thank you for trying to help me. I apologize for the rather terse title of my opening post.
The problem remains the same, unfortunately. When I go onto the Dashboard it is the old stats page that appears by default. I can access the stats by country for “today” and “yesterday” but the summaries (last 7 days, last 30 days, quarter, all time) remain inaccessible. That little whirly gig in the middle of the pale blue page just turns and turns and turns.
When I go to the new stats page via “Stats” (the menu item just below “Dashboard”, I often get the same whirly gig that just turns and turns and turns. Sometimes I get the new Stats page, but there doesn’t appear to be any “Countries” page or statistics.
I really liked the statistics by country and I miss it tremendously. I’m a US ex-pat living in Europe and I have friends and aquaintances all around the world. It’s always been a pleasure for me to see, for the first time, someone from, say, Indonesia, log on to my blog. I can imagine who it is.
But if this function is no longer going to be available I’d just like to know so that I can stop trying, like some hopeless imbecile, to reach that page.

It’s not planned that views by country is going away at all. The views by country is still included in the new version of Stats as well, it’s just displayed in a different way than the old summaries.
The larger issue at hand here is that you’re not seeing the Stats load at all — which I misunderstood. I thought you just meant you weren’t able to find the summaries you were used to seeing.
I’ve tested your user account and see no error that should stop the stats from loading. I was able to view the stats as your user. This makes me wonder if the issue can at all be related to your internet connection, or your browser setup.
As a first step, could you please visit this page to make sure your Third Party Cookies are working?
Next, could you see if you get the same error in another browser? (i.e. If you’re uing Chrome, try using Firefox to see if the error happens there too?)
And finally, could you please follow the steps here to look at your HTTP headers, while viewing the stats page:
Take a screenshot of that information, and upload it to your Media Library so I can take a look.
