Illegal content/possible scam

Please can someone let me know how to notify wordpress about illegal content.
I work for an Institute and one of our publications is apparently downloadable from a wordpress blog (not sure whether I should name the blog here). It claims to have lots of downloadable books (for free). This is a copyrighted legal and professional document and there are no official digital versions of it.
I tried to download our contract to see what happened, but the site then asks for payment, which made me wary that the whole thing could be a scam to get card details (this is just an assumption). The page asking for payment is not on a wordpress domain and I understand that we should contact that particular site as well, but the advertisement on the blog post is not legal and I desperately need to get it removed.
Any help would be most appreciated,

if it is a WordPress.COM site there will be a gray nav bar at the top of the browser window when you are logged in – mouse over the blog name on the left side of the nav bar – click on “Report This Content” and follow the instructions – please be very specific and pointing out more than one example will help the Terms of Service people take appropriate action – there are other things – this is the easiest to start with if the blog is here.
