  Illegal? You just need to “start with free” and type a word or phrase rather than a full custom domain address. https://wordpress.com/pricing/

  Hi there – I was being moved around physically and in that way prevented from getting a free site. I hope WordPress doesn’t harass me too much, because it wouldn’t end well for you.
