I'm able to see the "Install" option under the Apperance tab

  under the Appearance tab>Themes, I do not have the “Install” option to add the theme that I just bought. How do I get the “Install” option to show up?

  It’s not possible to upload custom themes here at WordPress.com:

  http://en.support.wordpress.com/themes/adding-new-themes/

  Custom themes are a feature of self-hosted WordPress installations.

  Do I understand this correctly:
  If I delete my wordpress.com site and set up a wordpress.org site – I can then use a custom theme I have purchased?

  Yes, there are no restrictions for this on a self-hosted WordPress.org, but you don’t need to delete your WordPress.com blog.
