Im confused of plans

Hi, I would like to make a website for a client here on WordPress, but I’m confused about plans, hosting, etc.
I just need to know, if my client pays 46$ per year for a Personal plan if we get hosting to it. The client already owns the domain.
And also if I can test this scenario by paying a fee for 1 month(like 10$)I’m used to using Wix, but the client wanted WordPress.
Please help me, because I found so many different answers about that. Somewhere I need to buy a plan and pay annually, somewhere I don’t need to. Another piece of information was about buying a business plan or what, which is like 5x more expensive.

Can you share a little info about what kind of site your client wants to build? Our Business plan is a powerful tool for building more complex websites/stores/etc. But it may not be needed for more basic informational or blog type sites.

The client wants to build a simple, more (presentation oriented) for his tanning salon/solarium business. He doesn’t need to accept payments through the website. Just a single website for the presentation of his business.
But I would like to use a plugin(like elementor builder) to build that website and this option isn’t included in the personal plan, right?
Because I found many videos on ytb, where people just buy the domain and pay for hosting in some third-party provider, there just connect the hosting to WordPress and their website is live.

I’d suggest that the client offers a way for folks to book appointments and pay through that landing page. If somebody has already found that information, why make them now go to another place to make those steps? It will be better for business to allow them an easy way to pay and schedule.
To answer your question, no, you aren’t able to install a third party plugin like Elementor on the personal plan.
With that said, you do not need to use Elementor to make a site on WordPress.com. You can build a site with our themes and our tools. Plus, our team can help you with that process versus if you’re using Elementor we aren’t able to troubleshoot their product and provide the same help. If you already own a domain and want to connect it via Domain Connection, all you need is a WordPress.com plan. All plans include Domain Connection at no extra cost. So if you were to go with the Personal plan, you would be able to connect your domain.
What plan should you get? It depends on what you really need on your site. As others have mentioned above, using Elementor is not a must for building a website. We have a powerful site editor that you can use to build simple to really complex websites. But if you were already more familiar with Elementor and wanted to use it anyway, you can install the Elementor plugin with the WordPress.com Business plan.
On the other hand, if you’d like to use our tools, for which there are many learning resources available, you could get started with a Personal plan. If you need more features, you can always upgrade to a higher plan to unlock additional options.

These individuals were probably using self-hosted WordPress. They wouldn’t have purchased a plan on WordPress.com, but they would have purchased hosting from another provider in some capacity.
To explain, there’s two types of WordPress. The first is WordPress.com, where we provide an optimised version of WordPress, daily backups, automatic updates, and a 24/7 support service.
The second is self-hosted WordPress, where the free open source version of the software is installed onto a server, and you’re more or less left on your own to build the site. More on the differences can be found here: https://en.support.wordpress.com/com-vs-org/

It sounds like the site is a relatively simple one from a technical stand point. Although Elementor is very popular, it’s just one of hundreds of types of page builders that are out there.
I suspect – you could create something quicker, and just as simply without Elementor. Might I suggest checking out the themes seen here: https://wordpress.com/themes/puresuncz.wordpress.com – there may be something that you use, straight off the shelf.
