I'm having an issue adding my debit card payment method I need help.

Error preparing new payment method configuration. Please contact support quoting error HYMNCA.
It also keeps declining my payment method even though my bank is fine.

Hi there, our Billing Support team handles these issues.
You can contact them about this via the link in your dashboard that says: “Purchases are currently disabled. Please contact us to re-enable purchases.”
You can also send an email directly to billingsupport@wordpress.com if you prefer that.
