By default the front page of your blog displays all posts. The 404 (page not found) error message on the front page of the blog appeared because the Admin of the blog deleted the placeholder Hello World post. http://en.support.wordpress.com/not-found/ As soon as you publish a post, not a page it will disappear. Read the differences between Pages and Posts. -
You are using the Albeo theme and this is the theme description http://theme.wordpress.com/themes/albeo/ Notice that there is no custom header image feature on that theme. To choose a theme that does have that option see here > http://theme.wordpress.com/themes/features/custom-header/
To upload a custom image background click “clear” to remove the green color here > Appearance > Background and upload an custom background image on that same page. You can have only one ofr the other ie. background color or background image.
