Im not seeing what everyone else sees

I just set up my wordpress page and Im not seeing the same backpage as what every video Ive watched has. Im trying to make my welcome page my homepage but when I scroll over the settings button I do not see the more options. In fact none of my backpage options are similar to the several videos Ive watched online. Can you tell me what Im doing wrong that has not allowed me access to all the features?

Many of the UToob videos only confuse the issue as they refer to WordPress.org when we are here at WordPress.com.
