An upgraded plan is needed at WordPress.com to gain access to LiveChat support. If you really want to abandon your other site (which looked ok to me) then I guess you could create a new site here with a Personal or Premium plan (all plans are paid for annually not monthly) to try out WordPress.com (there is a 30 day refund window) and if you thought you could build the site yourself here (with help from the Happiness Engineers) then you could upgrade to the Business plan later.

Should you purchase the Business Plan and cancel it within thirty days, you will receive a full refund. You can treat this similar to a free trial.
That’s already been said, but I don’t want to note that you only have 48 hours to cancel a domain if you wish for a refund, so I wouldn’t recommend transferring your domain until you’re certain you wish to be with WordPress.com

Let me see if i understand…
1. WordPress.org is i do all the work…?
Yes. Everything from software updates, to managing your site, to fixing stuff that breaks. You control everything except the actual server on which your site runs, and are thus responsible for everything.
2. wordpress.com is where wordpress does it all?
No. We provide maintenance for your site, i.e. we make sure the software keeps working, and fix it when it breaks. But you are still responsible for managing your site, including setting it up and customizing the theme you want to use. We also do not provide help with plugins or themes you download from other companies to install on your site. For help with those you need to go to the people who made them.
but you’re saying that, even though the website that i now have is done on a wordpress template, its not usable by wordpress?
“WordPress” is the name of the software with which your site is built.
You are posting in the forums for WordPress.com, a hosting provider where you can run that software on our servers to make your site. But we don’t use the same version of the software as your developer used to build your current site, and you cannot just move your site to us as-is, as it’s not compatible.
i believe the website would function without the plugins 100% fine… i am understanding that the plugins were HELP, but not Necessary help…. but i could be wrong.
We can’t advise you on that, as we don’t have access to your current site and don’t know exactly what setup you have there. But if you don’t need plugins you can use any of our plans, including the free one, to make your site here. In that case you’d only need a plan if you wanted to connect a custom domain to your site.
So i can contact the people at the address given, who are wordpress.com and they can look at the site and tell me if its usable as is?

You ARE speaking to WordPress.com already, here in this forum. @supernovia and I are both members of WordPress.com staff, as indicated by our forum profiles.
But in order to contact support over live chat or email you need to 1) create a WordPress.com site, and 2) upgrade that site to one of our paid plans. Currently you have no sites and no upgrades on WordPress.com, so the forums are the only support channel available to your account.
