I’m pretty new to this. As all of you may know. Ummms. I’m just wondering if I can make my layout from like scratch. Though I know that with every blog provider, that they have a different format. Which one do I follow? Because I’m trying to make a layout of my own. But I don’t know where to start. Halp Please? ^ ^”

first you should buy the CSS upgrade, and then theres a sandbox theme that you could use to create a layout from scratch

its only $15 a year. As a broke college student myself, I was like “what-the-hell” when I saw how my it would cost, but I figured I can sacrifice a pizza for the CSS upgrade :)

Heh. I unno if my parents would consider that xD. but thanks. So that ,means I cant make my own layouts without this thing right? =/

Not on wordpress.com, you can’t. You can choose a theme that allows you to upload a custom header image if you want.

You can practice CSS skills using the free preview. Do NOT even think of buying the upgrade until you’re quite sure you know what you’re doing and you can make the design just the way you want.
You can’t design from scratch at WP.com. You can make a new skin for Sandbox or alter and customize existing designs with the upgrade, but that’s all.
