You should not delete a domain to move it. Deleting can take a long time, and there’s no guarantee you will be the one to re-register it when it becomes available again. Instead, you should either transfer the domain to another registrar or you should simply update the name servers to point to your new host.
You can update the name servers any time without transferring the domain management itself away from WordPress.com:

We do offer some DNS editing capabilities, but we do not offer the option to setup an A record on the root level domain. You can set an A record subdomain any time from the Edit DNS page inside the WordPress.com wp-admin pages though. For example, you can setup a www subdomain from there.
If you need the option to set an A record for the root domain, you can work around the root level A record limitation by managing your own DNS through our parent registrar (GoDaddy) domain management options. It takes a little work. Here are the steps:
1. Go to this help page (2nd option listed) and determine what name servers you need based on the date you registered your domain.
2. Use the domain manager to update your name servers to the values from step 1.
3. Wait for the DNS changes to take effect (usually takes a few hours).
4. Once the name servers are updated, use these steps to set the root-level A record to the IP provided by your new host.
5. Wait for the DNS changes to take effect again.
