  There is only an upgrade button on the business plan.

  Do you currently have a site at WordPress.com and if so what is the address? What plan are you on now and what plan are you trying to upgrade to? Or are you already on a Business plan? Are you trying to change your theme for a non-WordPress.com one? (which would require you to purchase a Business plan). More details would help.
